कॉलेज चुनाव में मैग का दखल

महाविद्यालय चुनाव नजदीक हैं सभी छात्र अपने महाविद्यालय को बेहतर स्वरुप में देखना चाहते हैं और इसी के चलते ओल्ड जी.डी.सी . कॉलेज में अपना दखल बनाते हुए मीडिया एक्शन ग्रुप के कार्यकर्ताओं ने महाविद्यालय की कक्षा में छात्र संघ चुनाव जागरूकता अभियान के तहत

``छात्र संघ चुनाव और हमारी भागीदारी `` विषय पर छात्राओं ने अपने विचार रखे|
बहस में स्थानीय मुद्दे जेसे महाविद्यालय में होने वाली असुविधाओं से लेकर राजनैतिक वैचारिक समझ तक की बातें हुई| वहीँ छात्राओं ने महिला भागीदारी और महिलाओं की स्तिथि पर भी अपने विचार प्रकट किये|
वहीँ अपने कॉलेज की बात करते हुए छात्राओं ने बताया की यहाँ हालत बहुत ख़राब हैं किसी भी मुद्दे पर अगर आवाज़ उठाओ तो शेशनल में नम्बर काटने का डर रहता है और इसी लिए एक संगठित ढांचे की ज़रूरत है साथ ही एक ऐसे व्यक्ति की भी जो हमारी आवाज़ को आगे बड़ा सके|

ओल्ड जी डी सी की परिधि राठौर का मानना है की छात्र संघ चुनाव से एक टेग मिलता है और यदि सही व्यक्ति का चुनाव हो जाये तो सुरक्षा भी महसूस होती है की किसी भी समस्या के लिए कोई है जिससे बात की जा सकती है |

ग्रीष्म त्रिवेदी कहती हैं जो भी सी.आर. बने कालेज और छात्रों के उद्धार के लिए कार्य करें|
स्नेह शर्मा कहती हैं अभी कॉलेज प्रशासन हमारी बात नहीं सुनता और छात्र संघ चुनाव से ही सिस्टम को बदलने के विकल्प मिल पाते हैं|

सोनाली ठाकुर जो की ए.वि .वि.पि से जुडी हैं कहती हैं हमारे शहर में छात्र संघ चुनाव का हाल ये है की कई प्रोफेसर्स को तो ये भी पता नहीं की चुनाव होने वाले हैं| ऐसे में पत्रिका कनेक्ट छात्र संघ चुनाव जागरूकता अभियान की प्रासंगिगता बहुत बढ़ जाती है .

मेग की अंकिता सिंह जो की बी .कॉम. की छात्र हैं उनका कहना है चुनाव जागरूकता का आधार है जहाँ व्यक्ति को मंच मिलता है सामाजिक सरोकारों से जुड़ने का और जो भी इस नेत्त्रत्व के लिए आगे बढे उसके लिए शिक्षा के सही अर्थों को समझना भी बेहद ज़रूरी है|
पत्रिका कनेक्ट से जुड़ कर में आगे भी ऐसी बहस को आगे बढ़ाना चाहती हूँ जिससे सिस्टम में सुधार हो सके|

इस पूरी बहस में छात्र राजनीति से सीधे तौर से जुडी सुश्री श्रेष्ठा जोशी जो की डी.ए.वि.वि. से पी .एच. डी .कर रही हैं ने कहा जो मीडिया एक्शन ग्रुप की इस पहल से सामाजिक चेतना तो बढेगी ही साथ ही छात्रों का मनोबल भी बढ़ेगा और छात्र संघ चुनावों से छात्र छात्राओं का मनोबल तो बढ़ता ही है साथ ही नेत्रत्व क्षमता का भी विकास होता है जो की न केवल एक व्यक्ति के विकास में सहयोग करता है बल्कि किसी भी देश के लिए ज़रूरी है की उसकी भावी पीढ़ी में राजनैतिक समझ हो|

पूरी बहस में चुनाव प्रक्रिया पर बात हुई साथ ही अजेंडा तय करते हुए मुख्य मुद्दे के रूप में फेकल्टी से होने वाली परेशानियों को रखते हुए ये बात सामने आई की यहाँ कई कक्षाएं ऐसी भी होती हैं जहाँ शिक्षक अपनी जगह जूनियर्स और स्टूडेंटस को क्लास लेने भेज देते हैं और जो ठीक से विषय नहीं पढ़ा पाते वहीँ होस्टल में हमसे ही बर्तन धुलवाए जाते हैं| सुरक्षा की कोई पुख्ता व्यवस्था नहीं है जबकि ये गर्ल्स कॉलेज है| और इस सिस्टम को हम बदलना चाहते हैं सभी ने इस बात को माना की सही माइनों में शिक्षा को समझना तो ज़रूरी है ही साथ ही हर युवा को देश के विकास के लिए राजनैतिक समझ होना भी ज़रूरी है |

Maha Govt Makes Rule for 25% seats for poor in Private Schools

Mumbai,Sep 14 (PTI) Maharashtra Government has made it mandatory for the private schools to allot 25 per cent of seats to students belonging to deprived and weaker sections of the society.
Chief Minister Prithviraj Chavan told reporters after the weekly cabinet meeting today that the reservation will be for socially and economically deprived sections.
The decision was taken at the meeting, wherein ''The Right of Children to Free and Compulsory Education Rules 2011'' were framed.
He also said primary education will now be defined as from standard first to the eighth.

CRY calls for improving quality of government schools

Mumbai, Sep 15 (PTI) Welcoming the decision of the Maharashtra government to frame the 'The Right of Children to Free and Compulsory Education Rules 2011', the child rights NGO CRY today said that there was also a need to improve quality of government schools. "The passing of the act by the state government is a good move but one will have to address the need to expand and improve government schools," CRY's Regional Director Kreeanne Rabadi said. "The most developed countries like the UK and the US base their children's education on free public schools. If everyone in India is to receive education, it has to be offered, it as an entitlement, a right, via free government schools," Rabadi said. "With the right investments, accountability and quality parameters, government schools can be made good institutes for learning," she said. Yesterday Maharashtra government made rules under Right to Education Act and made it mandatory for the private schools to allot 25 per cent of seats to students belonging to the deprived and weaker sections of the society.

Sheila Dikshit asks minority communities to focus on modern education

Seeking reform in Madrasas, Chief Minister Sheila Dikshit today called upon minority communities to focus on modern education and exhorted them to take optimum benefit of the Right to Education Act.

Describing the RTE as a major initiative of the UPA government to bring about reform in the education sector, Dikshit said "Union Government has enacted this unique legislation to eliminate illiteracy from the country and spread the light of knowledge. The minorities must avail optimum benefit from the RTE," she said speaking at a workshop on minority education.
"The Madarsas need to be upgraded further. Every family should come forward to get their children educated and make them skilled as the world today is competitive," she said. She said there will no dearth of funds for expansion of education programmes in minority dominated areas.

CCS Study on RTE

New Delhi, Sep 15 (IANS) Private schools are admitting 25 percent children from disadvantaged sections of the society under the Right to Education (RTE) Act but are apprehensive about receiving reimbursement from the government, a study says.
The study was conducted in north and northeast Delhi by the CCS revealed Forty-seven percent poor parents pay for getting their wards admitted in high-budget schools, the study stated.
‘‘The act is not a freebie for children from downtrodden sections of the society but it is an act to bring diversity in the class rooms,’ said Kiran Bhatty, the head of Right To Education division at the National Commission for Protection of Child Rights.

WELFARE PARTY DENOUNCES RTE, URGES GOVT. TO WITHDRAW IT

The Right to Education Act says that every boy/girl of age between 6-14 has right to education and shall have to get education in the government recognized schools only and if any student found taking education in non-recognized schools shall be treated as culprit. Not only the student but his/her parents and those schools too shall be treated as culprits. This seems a draconian Act.

Welfare Party of India has put the following questions before Human Resource Development Minister Mr. Kapil Sibbal: 1. Are there sufficient number of government recognized schools and have sufficient capacity to provide education for 40,000,000 students (of age between 6-14 )? 2. How many schools are there in number and what is the capacity of each school? 3. How many schools are opened by Central government and how many by state governments and where the buildings are? 4. The central government takes Education Cess Tax. Where does the government has opened the schools and how many in number? 5. Is it not incumbent upon the government to provide free education to the entire children of the country?

“No doubt, education must be compulsory and free to each and every child born in India. Every child born in India deserves it but we regret to say that even after 63 years of independence this dream does not seem to be true whereas it is the duty of a state. Although, the country has done remarkable progress in the field of Science, Technology, Defense and Economy but 100% literacy could not be achieved. A majority of people are still illiterate. Definitely HRD minister has no answer to these thorny questions,” said Dr. S.Q.R. Ilyas, Secretary General of the party in statement.

“As regard to Madrasas, these are the only institutions which produce citizens of high moral values. So, HRD minister should keep them run according to their own systems and syllabus. Of course, Welfare Party of India favours to introduce Mathematics, Science and Technology also along with Islamic syllabus without any pre-condition and interference of the government,” the statement added.

The WPI leader said that by insisting such an act by HRD minister, the UPA government wants to keep 40,0000000 children uneducated so that they may not be able to decide the fate of the country. “They should become just a blind vote bank.” The Party has also decided to bring this matter to the people of the nation and shall drive a nationwide campaign against this mischievous act to get it withdrawn.

Jaago Re - Wake Up Call for Watchdogs, Citizens and Policy Makers

Jaago Re is a special supplement brought out by Patrika Raipur, Chattisgarh (CG) edition. We have been able to have our team of volunteers in 58 wards of CG working on the agenda of citizen connect for democracy and development. Media Action Group (MAG) special wing embedded in Patrika is conceptualizing, mobilizing and catalyzing change with active media intervention. Ward volunteers of MAG-Patrika have been emerging as key Changemakers in the district and the municipal government is also alert about their demands. Development initiatives have also been proving a trigger to strengthen grassroots democracy.
We have been able to build a vast network of ward level teams to work in cohesion and be the change agents. Sarita has been coordinating the activities in Raipur. Jabalpur is taken care of by PS Tiwari, Indore by Pankhuri, Bhopal by Shailendra, Kota by Ranjeet, Karauli by Sunil and the list goes on.....Hope to share more in coming weeks. Education campaign is soon to see further meaningful initiatives.
Also launching MAG clubs in wards, institutions, communities, resident societies ...preparing a team of volunteers to connect them to ground intervention...big task possible to accomplish with the power and passion of team.

RTE - Meaningful guidance for RTE and a useful site to understand issues in RTE

Met Sh Ashok Agawral, Advocate practicing in the Supreme Court and the Delhi High Court, who appreciated the sincerity with which the Patrika has raised the issue of child education. He has taken up the cause of rights of the children and particularly for the children belonging to the weaker sections of society. पत्रिका कनेक्ट ने भ्रष्टाचार के खिलाफ अपनी लड़ाई को आगे बढ़ाते हुए लोगों ने प्रण किया कि वे अपनी ज़िन्दगी में रिश्वत न लेंगे और न देंगे. वार्ड ने 11 के बाशिंदों ने शपथ ली जिसमे हरसिद्धि और सोनार की बगिया के लोग शामिल हुए .लोगों ने शपथ लेते हुए ये भी बताया कि वे भ्रष्टाचार से किस हद तक पीड़ित हैं और ये भी चाहते हैं कि उनकी वजह से कोई पीड़ित न हो. इसी के साथ सभी ने बप्पा की आरती की और उनके सामने ये संकल्प किया कि वे किसी भी अनैतिक काम से दूर रहेंगे.

निजी स्कूलों में शिक्षा के अधिकार कानून की पालना नहीं होने पर अब शिक्षा अधिकारियों को जिम्मेदार ठहराया जाएगा। शिक्षा विभाग के प्रमुख शासन सचिव सम्पतराम ने जिला शिक्षा अधिकारियों को इस आशय के निर्देश जारी कए है। कानून की पालना में विभाग की जा रही कार्रवाई की तथ्यात्मक रिपोर्ट मांगी है।
गौरतलब है क निजी स्कूलों में कानून को लेकर बरती जा रही खामियों को लेकर राजस्थान पत्रिका ने 1 अगस्त के अंक में ‘स्कूलों ने अपनी योजना में एडजस्ट किया कानून शीर्षक से खबर प्रकाशित की थी। खबर के माध्यम से शिक्षा के अधिकार को लेकर निजी स्कूल संचालकों की लापरवाही उजागर गया। प्रमुख शासन सचिव ने राज्य के 33 जिलों में खबर कटिंग के साथ भेजे पत्र में जिला शिक्षा अधिकारियों, सर्व शिक्षा अभियान के परियोजना समन्वयक से तथ्यात्मक रिपोर्ट मांगी है। शिक्षा विभाग के अधिकारिक सूत्रों ने बताया कि पत्र को सर्वोच्च प्राथमिकता देने क आदेश जारी किए गए है। पत्र की प्रति उपायुक्त आरटीई को भी भेजी गई है। इधर, प्रमुख शासन सचिव के पत्र से यहां शिक्षा विभाग में हड़कंप मचा हुआ है। निजी स्कूलों में कानून क पालना कराने के लिए जिला कलक्टर ने पांच सदस्ययी टीम का भी गठन ·किया है। इसमें सीईओ जिला परिषद, एडीएम, डीईओ, एडीपीसी आदि को शामिल किया है। उधर, जिला शिक्षा अधिकारी ने ब्लॉक स्तर पर ब्लॉक शिक्षा अधिकारी की अध्यक्षता में निजी स्कूलों की जांच के लिए पांच टीमों का गठन किया गया है। टीमों को एक पखवारे में रिपोर्ट देने के निर्देश दिए गए है।
